This is a very easy tutorial, but it is not for BEGINNERS. I have assumed that you already know the basics of Paint Shop Pro.

To complete this tutorial you will need:
Paint Shop Pro

Simple Filters

Open a new image, 200 x 200.

Flood-fill it with a circular gradient.

Apply Simple - Blintz
Apply Effects - Blur - Gaussian Blur - Radius 21
Apply a texture using PSP - Effects - Texture Effects - Texture, or, use your own favorite texturing filter. I used Filters Unlimited - Raw Canvas for this example.

The backgrounds on this web page were made with the PSP Texture Effects.

To use these textures in PSP, right-click, and then save them in your textures folder as .bmp files.

If you want more texture to your texture, apply an emboss effect.

I used FM Tile Tools - Blend Emboss.
